UT99 Sound Fix - may help with random crashes

This was originally conceived by Schlong_{HoF} from the House of Fools gaming clan. I received the info from a UT coder by the name of GoPostal, whom I have been bullshitting with since 2008 on TS.

This is in your Unreal Tournament.ini, located in your UT system folder. See the change in the astericks.

Remember to always make a copy of your .ini and save to a separate folder.

You also probably didn't see this, but this one helps as well.

Under your sound system (both maybe, I just do both lol) change this:

[Audio.GenericAudioSubsystem]
and/or
[Galaxy.GalaxyAudioSubsystem]

Latency=40 (original?)
Latency=70 (New, non static sounds)

Would do good for Vista/7/8 afaik.

Eric has indicated to me that he has an outboard sound device which he uses and connects via USB to his PC. He has said that this fix doesn't work for him, so results will vary.
